There is huge difference in the records shown in data tab and usage tab! What could be the reason. I have waitined for almost a couple of days for the cache to clear but still the same

The key reason is that the Usage tab and the DATA tab count submissions differently.
Usage: Counts all submissions received during your current cycle this includes any you may have deleted afterwards. (as per your screenshot you have 31.7 K for this month)
Data Tab: Shows only submissions that currently exist in your project

You may have deleted some submissions, but that doesn’t remove the fact that you have sent more than 5,000 this month
Please note that the monthly submission quota is just that: cumulative submissions (not stored records). This reflects the CPU, memory, etc runtime processing required to accept each submission.
The flip side is that, once submitted, your records are permanent - you can retain as many submission records as you like as long as you like and not exceed any limits (barring perhaps absolute storage limits for photos).

Once an account exceeds the submission limit, new submissions are paused until the next cycle resets. These limits apply to all users.
Since your account has exceeded the allowed quota (31.7 K submissions), the available options is pause collection until the next cycle resets
