Greetings! I did not see a resolution on this topic. I am having the same problem. I have an XLSform that passed through the ODK validator with no incident. It uploaded to the Kobo server. However, when it was time to deploy, the error message read:
"duplicate key value violates unique constraint “odk_logger_xform_id_string_21739285f0b06be_uniq” DETAIL: Key (id_string, user_id)=(aVcZCHaV2ZTDXDSrTfvLwN, 833044) already exists."

It turns out that one of the prior posts was instructive. It seems that it is some clerical error. When I originally tried to deploy, there was indeed another XLS form carrying the same ID.
I deleted the project, then re-uploaded the survey, and it deployed immediately.
