@apulikkal, I checked this out at my end in both the humanitarian and the non-humanitarian servers but did not have any issues.
Maybe the best way to troubleshoot your issue is to download your project as XLSForm and see if the read_only column for those questions has been set to TRUE. If it has been set to TRUE, you could change it to FALSE.
