Showing a question to all except one

Hi all,

Sorry for another question.

I have a list of cities, and want to show a question to residents of all except one city. So, for example, my choices are:

list name name label::English (en)
city 1 NYC
city 2 London
city 3 Paris

(There are about 90 other cities!)

What do I put in the ‘relevant’ column to show the question to everyone except those living in London?
