Using an expression to constraint answers to a text question to lookup options in a csv file

Hello members. i am trying to restrict answers a text question to draw acceptable options from a csv file list. I tried using pulldata() in the contraint column but i keep getting an error message that “No JSON object could be decoded” can anyone help?

in essence the question is asking for the enumerator to enter his ID, and i want kobo to prevent going forward if the id is amongst a list of valid enumerators.
