Apparently people are using the /api/v1/forms/[form pk]/labels endpoint for tagging:

Hello, I tried to edit a form as shown here KOBO Tag forms. I send the request http with Postman and I always have this error back (see PJ). We’ll have to see if this is widespread and decide whether to maintain support for it.
