I tried your links, I spotted a few mistakes, Also i think somehow you got the wrong link because as soon i used the correct link, i was able to access my .csv files. XLS is not supported by google sheets import.
for example: If you are going to download the data, the link don’t start with “ee-”, this is only used for enketo web links, not the downloads, https://ee-eu.kobotoolbox.org/api/v2/assets/aSKXAw7moFS9kDrHi7czsT/export-settings/esEuCiBb3dEgBibXWswY3tF/data.csv
