Unfortunately I dont know anyone with particular expertise in the Kobo API, although as a REST-based API it is well defined, so I would think any skilled developer with REST API experience (and perhaps some familiarity with XForms) could pick it up fairly quickly. Once you wrap you ahead around the implicit data model represented by REST endpoints it is pretty clear how to accomplish various usercases (eg I’m use ODK Central’s REST API and our own similar REST API for form submission handling…)
