It is possible to add vector data (shapefile, kml or geojson) to the point, line or polygon questionnaires, to view them in the field off line.
Welcome to the community, @gacoge! Could you kindly share with the community a sample of what it would look like so that the community should be able to help you out (if its possible through KoboToolbox)?
I don´t have an example of my request, but it’s simple: I have managed to put one image of Google in MBtiles format and now the user can see this image offline. But now I want to add a layer of municipal boundaries, and rural roads too over the satellite image so that country people can better locate themselves, the problem is that I can only convert images to MBtiles format and not vector data (shapefile, kml or geojson), I hope have explained myself well.
Vector MBTiles should be supported in KoboCollect and ODK Collect [although I have yet to try this myself]. However, from Creating MBTiles files:

Vector MBTiles files (with .pbf tiles) are only supported if Mapbox is selected as the basemap source and are currently displayed without configurable styling. Each layer’s lines are displayed in a different color picked by ODK Collect. These colors will be the same across all devices using the same MBTiles file but they will not be meaningful. For example, roads may be pink, orange, etc. Shapes are not filled in.
I’d suggest reading thru Using Offline Maps - ODK Docs if you havent already. There is also an youtube video tutorial from @janna that might be worth you going thru; it may have some additional useful tips.
