Are the different ID's that are given to the answered surveys based on the use of different devices or different filled up questionnaires?

To be more precise, i want to avoid that people are just filling several questionnaires by themselves, i want to avoid falsification because i am monitoring all projects remotely and i have no control over the collect of data. How can i insure that its actually different people that fill in the surveys? I saw that every submission has its own ID and i’m hopeful that i can use this ID as an indicator?
