I have tried many different ways, but I cannot get the second option to work in the cascade location. Attached is my file.

The issue is on your survey sheet, the choice_filter column:
If you set the choice filter to
division=${division} then you should be good (you don’t need the filter= bit - but you do need to tell it what specifically to filter by.)
