Constraint on date of birth

I tray to put a limit for the Head of HH birthday (month-year) , I need to be this person aged greater than 14 year (12-2006).
haw i can create the constraint.

How is it possible to identify DOB before CA. The error comes as “Couldn’t understand the expression starting at this point.”
Is there any alternative?
