There must be a step you are missing in activating the hyperlink in excel. Can you try and check the process once again.

=CONCATENATE(HYPERLINK("https://kc.humanitarianresponse.info/attachment/original?media_file=username/attachments/"),C2)
From the formula shared above, please be sure you use the correct server URL:
https://kc.humanitarianresponse.info if you are using the OCHA server and https://kc.kobotoolbox.org if you are using the HHI server.
Similarly, please be sure to change your username and also the cell position.
