Enter Data directly using a custom URL?

For example in Google Forms there is a way to open a form with prefilled data depending on the data provided within the URL. I was just wondering whether there was a way to enter data to a form using a custom URL, without actually going through the form?

Theoretically the below would be possible

I have not seen this discussed within the forum but some explanation here suggests the possibility of this happening. There is also some old discussions on Github here which could be helpful.
