Error with Ratings question when importing from XLS

I have set up a form with several multi-line rating type questions. When I export the form to XLS and then re-import it, the ratings questions are converted into groups of questions in the editor. Within the group the header appears as a “label” question and each of the rows to be rated appear as separate questions.

Everything looks fine when the form is viewed but this bug makes it very difficult / confusing when trying to to edit the form any further.

This bug was raise previously in 2018. (See link below). But it does not appear to have been fixed.

The XLS file shows that in the first case, the group has an appearance as “field-list” + one fake question with appearance as “label”, then all the sub-questions with appearance as “list-nolabel”.
