Form created by new user doesn't load

I’m self hosting kobo and upgraded to the latest 2.021.41a yesterday

I created a new user after the upgrade. Any form created by the new user can be previewed but on opening the enketo URLs (online-offline, single etc) I get the following error

Did you upgrade your Enketo version as well?

I’m using kobo-install which should update all components? The enketo version is 2.8.1
