@rjohnson, there are two options that could solve this issue.
Option 1: You will need to request the admin owner to share the project with the user making the submission by following these support articles:
– Sharing Your Project and Managing Permissions
– Row-Level Permissions
Option 2: Incase the admin owner does not wish to share the project with the user or say the user does not have an account under the same server where the admin owner hosted the project then the admin could simply toggle this setting Allow submissions to this form without a username and password from under the FORM tab of the project as shown in the image below:
So, with this setting on, the enumerators would not need to use their login credentials to make submissions for the project/form.
