I have various different people entering data from different cities. In order to avoid everyone creating an individual Kobo account, is it possible to have one master account and have everyone enter data from that account simultaneously? Will this be possible?

YES. And this will allow easy system configuration with Barcode for Collect.
Are you working with Collect or Enketo?
If you need to identify an individual user or device, you could still use additional elements, like metadata username or deviceid or a question in your form to identify the user.
