Media Upload Size limitation to 100 kb

I want to limit the responder to upload the media files upto 100 kb only. Is it possible to do the same?

@amarjeetbrlps, is it for the image (photo) question type?

For Image it is upto 5 MB by default and for files it is 10 MB by default. May i decrease the same by putting any validation.
