Is it possible to create a question where you can choose from a list, or if no suitable answer is available, enter the answer yourself in a extra field and then select it?

The answer would be no this is not possible. You cannot add a response and then have it looped back to be a choice response. What we have is the ability to add other option as highlighted as in the support article here .
