I whould like to know how to get an humanitarian account which allows for unlimited submission and storage space.

Welcome to the community! You could create a humanitarian account by following the link here. Creating an account in the non-humanitarian server or the humanitarian server is completely free. And there are no restrictions on the total number of accounts a user can have.
