I have the same issue, I cannot pull data from Kobo api to excel-power-query with labels, using the previous api method, see below.

If you follow the steps as outlined in the support article, you should be able to solve your issue.

I have followed the steps outlined in the support articale, Also, I made my data public, but still I cannot see the labels.
this is the api link I got applying steps outlined in the support articale.
this is how I can see the pulled data, as you can see these should be location names/admin ex. governorate, districts, and subdistricts names.

but still, the data pulled is on value format not lables.
