I am trying to build a question that asks respondents to upload several documents in one go, is that possible? For example ‘please upload all of your organisations HR policies’

Welcome to the community! KoBoToolbox does not allow you to upload multiple files for the file type question. However you could slightly twist it and make it possible by using the repeat function in the xlsform (as shown in the image below):
The output (in the Enketo) would be as follows:
