Is there any knowledge database where organizations share their XLS forms for others to use? It feels a bit redundant to start a whole new Kobo Form from scratch.

Yeah that is true but there are also a lot of questions that must be quite similar.
I think it would be nice to have a kind of portfolio database with sample questionaires. These could relate to needs assessment but also other types of questionaires. Couldn’t find it via Google or the kobo website.

We are about to release the more advanced feature to manage question libraries. Part of that will be to have users and organizations share questions, groups, and templates.
That being said I agree that a repository with existing forms would be useful. We will explore that. For now your best bet would be to contact individuals who have done such surveys. OCHA would be your best bet for needs assessments?
