Video type questions - how to only accept new videos?

I’m trying to have a form that takes video from staff in the field. I want to make sure that they take the video as they are filling the form, and not using a saved video from a previous day. Is there any way to set the video-type question to only accept videos being recorded, rather than uploading another video file?
