Is the addition of file storage (for example 5GB, 10GB, 20GB) also accompanied by an increase in form submission capacity as well?
If I am currently still using the free plan/package, and the form submission limit is almost approaching the available capacity limit, can the form submission limit capacity be reset?

No. Submissions are different from storage. Submissions will allow you to store interviews that you have conducted. While storage will allow you to keep images, audio, video, and files you submit along with the interview.
The storage can be reset by deleting them from the server (account), but for submissions, you will need to wait a month as the 5k submissions are allocated for each month.
