How do I create a follow-up surveys to use existing data collected during the first survey?

I am working with an organization who needs to do follow-up surveys to track the impact of their work in the community.

One option would be to use existing unique identifier data ( collect during the first survey) as a select element in the follow-up survey. However, this does not scale well for the large data sets.

Any suggestions on how to implement with this?

Is there a way to implement ā€˜pre-loadingā€™ functions without using XLSform functionality? Like directly designing it within the Forms?
