Problem with the user logging in to send the survey

It is not possible to submit a request to send a survey. Surveys end up in the queue. The settings state that only logged-in users can submit requests. After changing this to ‘Request submission by this deadline without a username and password’, everything works correctly. As of today, everything is working correctly. All users have access to the same ten issues; I have several interfaces and this is the same problem across all of them.
