Unable to deploy form on kobo

this error shows

HTTPConnectionPool(host=‘hhi-kobo-kobocat’, port=80): Max retries exceeded with url: /api/v1/forms/1412126 (Caused by NewConnectionError(‘: Failed to establish a new connection: [Errno 111] Connection refused’))

can anyone help?
