When the username activation mail sent and the confirmation link expired, the username became “taken before” even though that username is not activated, Because I am dealing with multiple forms with multiple row-level permissions, is there a way to create bulk users from the project management page? (I think I saw this question before, but don’t know the exact answer)

to activate your user account. We shall support you for the same.
Regarding your query on how to create a bulk user account, please be informed that this feature is not present on a publicly hosted server. But if you wish to use your self-hosted server you should be able to do as discussed previously:

Some platforms may have built-in features for bulk user creation. In contrast, others may require a workaround using an API or integrating another tool.
