This issue appears to be isolated to the US region where the non-humanitarian server runs and is not affecting the EU region where https://kobo.humanitarianresponse.info/ is hosted.

We can confirm a loss of power within a single data center within a single Availability Zone (USE1-AZ4) in the US-EAST-1 Region. This is affecting availability and connectivity to EC2 instances that are part of the affected data center within the affected Availability Zone.
We will continue working to restore service as quickly as possible. Thank you, as always, for your patience!
We were able to restart our database server at last and the service seems to be restored. Load is a bit higher than usual, likely due to an accumulated backlog of people trying to submit data, so please bear with us as the server may respond more slowly than usual. If you continue to experience problems beyond moderate slowness, please do respond here to let us know.
The malfunctioning EC2 instance for our database server has been restarted and service should now be restored on kf.kobotoolbox.org. Thank you for your patience.
